Car mode InCallService changes. 

1. Grant ENTER_CAR_MODE and CONTROL_INCALL_EXPERIENCE permissions to the
shell identity for use within CTS tests.
2. Remove un-needed Telecom shell command.

Test: unit tests, telecom CTS tests, manual testing
