Connect FeatureFlags with FeatureFlagsService. 

With this change, android.flags.FeatureFlags' internals are
filled out, connecting with with FeatureFlagsService to create
a working implementation.

Test: atest FrameworkksCoreTests:android.flags
Test: manually run adb shell commands.
