Changes need to implement heavy-weight gaming app tests.
We need to expose the CANT_SAVE_STATE importance for CTS to use. I also found a serious issue with how instrumentation ApplicationInfo is set up, where it doesn't have lots of important stuff like the targetSdkVersion! This is now fixed... though ghod knows how this will impact existing CTS tests, there could certainly be stuff relying on code thinking it is running as targetSdk 0. :( Finally delete the CantSaveState tests here, they are going to CTS.
