Passing info to RoundedCornerResDelegate directly

1. Move rounded corners tint color into RoundedCornerResDelegate, and
   RoundedCornerDecorProviderImpl uses it to draw image.
2. After display changed, pass display unique id to
   RoundedCornerResDelegate directly.
3. Cache tuning size inside RoundedCornerResDelegate
