Add statslog logging for hidden api usage

Statslog logging is done alongside the old logging, with different
sampling rates.

Test: cts-tradefed run cts-dev -m CtsStatsdHostTestCases -t \
        android.cts.statsd.atom.UidAtomTests#testHiddenApiUsed
