Bluetooth: AdvertiseData parceling simplification 

Use writeTypedArray instead of writeList - this will not serialize
string with type name, which is unnecessary
Use createByteArray instead of readByteArra - it takes care of null and
empty array handling

Test: sl4a FilteringTest, BleAdvertiseApiTest
