Extend UdfpsView to bottom half of screen 

Extends UdfpsView on keyguard, enrollment, and biometric prompt to
bottom half of screen.

Enable with: adb shell cmd statusbar flag 2200 on

Test: atest SystemUITests:com.android.systemui.biometrics
