Allow BAL for HeavyWeightSwitcher. 

The switcher dialog is started by the system and need to be able to
bring the chosen activity back to the foreground.

Test: CtsAppTestCases:android.app.cts.ActivityManagerProcessStateTest#testCantSaveStateLaunchAndSwitch
