Guard communal mode behind Settings toggle. 

We do this by modifying CommunalSourceMonitor to not trigger any callbacks until the Setting is enabled. We still update CommunalSourceMonitor state internally when Setting is disabled, so that we can have the most up-to-date source to display when enabled.
