OMS: handle overlay package upgrades, uninstalls 

Teach the overlay manager about upgrades and uninstalls of overlay
packages. Add two transient overlay states STATE_TARGET_UPGRADING and
STATE_OVERLAY_UPGRADING.

Test: atest OverlayHostTests
