Reland: Let the system dialog honor FLAG_ALT_FOCUSABLE_IM

This CL adds a new condition to needsRelativeLayeringToIme() so that
system dialogs having FLAG_ALT_FOCUSABLE_IM is correctly placed above
the IME window.
