rename incremental service name 

Previously we had to use "incremental_service" because the proxy service
was using "incremental". Now that we have removed the proxy service, we
can just use "incremental".

Test: adb shell dumpsys incremental
Test: atest PackageManagerShellCommandIncrementalTest
