Add mAllowInputEvents state to the dump

Add mAllowInputEvents to the PipTouchState dump.
Currently mAllowInputEvents is being used to decide whether
to ignore input events for resizing and dragging while
resize animation is ongoing (i.e. final bounds have not bee submitted)
