Fix PixelCopy readback

Apply correct texture transform and use filter if source and dest
have different size.

Test: Ran and passed CtsUiRenderingTestCases,
Test: CtsGraphicsTestCases, CtsViewTestCases tests and the
Test: DecodeAccuracyTest.
