Expand NPV when bouncer is gone

This ensures that we'll have the correct expansion after bouncer
dismissal, instead of relying on updateIsKeyguard() to be called
after KeyguardBouncer#hide

Test: double tap notification on LS, shade, shade locked, AOD
Test: auth or cancel after seeing bouncer on each case
Test: solve SIM PIN challenge
