[Central Surfaces] Merge BindRowCallback with NotificationPresenter.

BindRowCallback is only implemented by StatusBarNotificationPresenter
and is only used in NotificationRowBinderImpl, which already has a
reference to StatusBarNotificationPresenter. This merges the
BindRowCallback interface with the existing NotificationPresenter
interface.
