Don't re-wrap DeviceIdAttestationExceptions

Instead of always wrapping errors in a DeviceIdAttestationException,
check to see if the underlying cause was originally a
DeviceIdAttestationException. If so, unwrap the cause and just re-throw
that, preserving the original error.
