Handle SyncResultReceiver.TimeoutException

1.Change SyncResultReceiver.TimeoutException to checked exception
2.Handle the SyncResultReceiver.TimeoutException in AutofillManager,
ContentCaptureManager, ContentSuggestionsManager
3.Fix the bug we should throw e.rethrowFromSystemServer()
