Remove self-maintained timed lockout in MultiBiometricLockoutState

This CL makes Sensor#onLockoutCleared notify AuthSessionCoordinator too
when the signal is from HAL. This makes it not necessary for
MultiBiometricLockoutState to maintain its own timed lockout.
