[Bugfix]audio:force show safe volume warning dialog

when 3rd app intercept volume event ,
and using setstreamVolume or adjustsuggeststreamvolume interface ,
but not using SHOW_UI flags,
When the safe volume is reached,
the volume can no longer be adjusted.
At this time, the user should be reminded ．
