Bluetooth: Add flag for human readable name 

* Add hasHumanReadableName() method to CachedBluetoothDevice that
  returns True when BluetoothDevice.getAliasName() is not null nor empty

Bug: 34685932
Test: pair Bluetooth device, send file over Bluetooth, unit tests
