OMS: stabilize unit tests 

- Add hasCode=false to overlay packages as a workaround for b/124375490

- Sprinkle Thread.sleeps in InstallOverlayTests in an attempt to make
  the tests less flakey when executed on emulator

Test: atest OverlayDeviceTests OverlayHostTests
