Revert (with changes) "Revert "Add multiple services support in SecureSettingsServiceNameResolver, to""

This reverts commit c66070ce.

Reason for revert: Fixing the original issue. Credential Manager Service was configured as multiple mode without implementing newServiceListLocked(). For now, setting multiple mode config to false, and will enable it with the functionality later.
