Respond to various API council feedback.

Handle many simple, smaller changes in a single CL.  Hide
CPC.closeQuietly(), now that it implements AutoCloseable.  Add more
details to CR.set/getCache() docs.  Add many @Nullable/@NonNull
annotations.
