Use preview_sdk_int for version code checks 

Don't use Build.VERSION.CODENAME to check for R.
Use Build.VERSION.SDK_INT > Q || (Build.VERSION.SDK_INT == Q &&
        Build.VERSION.PREVIEW_SDK_INT > 0)
