Move in common audio types into audio.media.audio.common

The following types added or updated:
 - AudioConfig
 - AudioConfigBase
 - AudioEncapsulationMode
 - AudioOffloadInfo
 - AudioStreamType
 - AudioUsage

Added comments to AIDL files to match the SDK definitions.

Updated conversion code to/from legacy. Unified error handling.
