Updating Framework to support update to the GnssLocation HAL v2.0. 

In this CL, I pushed
   location.setElapsedRealtimeNanos(SystemClock.elapsedRealtimeNanos()); (from Java)
down the stack and set it for location HAL v1.0. I believe this is enough but would appreciate a second pair on eyes.

Test: Presubmits + follow-up CL updates will update location api and add CTS
