[Media ML] Remove DumpUtils#checkDumpPermission 

Copy over hidden API DumpUtils#checkDumpPermission implementation to
MediaSessionService.

Bug: 172890107
Test: Run "dumpsys media_session" on an application wihout DUMP
permission and check if call fails with Permission Denial log.
