AppOpsService: Add a special case for OP_RECORD_AUDIO_HOTWORD.

When OP_RECORD_AUDIO_HOTWORD is used with startOp, we make sure
we also check the state of OP_RECORD_AUDIO. The former is used
for attribution purposes only.
