Use TM SubId in getDataState and getDataActivity 

-Update getDataState() API to use the SubId specified
 by the TelephonyManager instance.

-Update the getDataActivity() API to use the SubId
 specified by the TelephonyManager instance.

(This CL is an un-revert of aosp/984377)
