DREAMING->LOCKSCREEN, lockscreen updates

This will address this transition, as well as handle all general
unocclusion, by listening to the KeyguardTransitionRepository for
events rather than attempting to coordinate individual views across
many controllers.

To enable: adb shell cmd statusbar flag 223 true
