callingUid needs to be passed from AMS to DeviceIdleController.

callingUid is the UID of the app who added the temp-allowlist entry, it
needs to be passed from AMS to DeviceIdleController.

The callingUid will go into Westworld metric
ForegroundServiceStateChanged.
