Use last orientation if contents of a display wants behind orientation

Default to using the last orientation set if the contents of a display
specifies to use the orientation behind.

Test: Manual testing
- Launch caluculator and put phone in landscape mode
- Press the Recents button
- Make sure Recents activity is in landscape orientation
