Fix AlternateBouncer touch handling

- Only handle altBouncer touches if up & down received
- If UDFPS is enrolled and new touch handling is enabled,
the UdfpsController will forward touches to the
StatusBarKeyguardViewManager to handle alternateBouncer
touches.
