[NAN] Do not expose WifiManager.isNanSupported as new API 

The WifiManager.isXxxSupported() only functions if HAL is enabled
and seems to be a duplicate of:

PackageManager.hasSystemFeature(PackageManager.FEATURE_WIFI_NAN)
