Fix work tile setup when adding work profile

Test: Auto + manual
 - Add work profile -> QS tile is added
 - Remove work profile -> QS tile is removed
 - Reboot the device -> QS tile is in place
 - Reorder tiles, reboot the device -> order is persisted
