Skip legacy BackgroundDexOptService unit tests when ART Service is in 

use.

Even just instantiating BackgroundDexOptService will result in a
LegacyDexoptDisabledException then.

Test: atest com.android.server.pm.BackgroundDexOptServiceUnitTest
  with dalvik.vm.useartservice=true
