Reduce PackageManager RAM usage: ArrayMap/Set. 

Transition PackageManager internals away from heavier HashMap/HashSet
to use drop-in ArrayMap/ArraySet replacements.  Saves ~38% RAM and
thousands of objects on a typical device.
