Merge changes from topic "nearby-bluetooth-permission-group" into sc-dev

* changes:
  Request new Bluetooth runtime permissions.
  Default grants for "Nearby devices" permission.
  Add BLUETOOTH_SCAN and BLUETOOTH_CONNECT app ops
  Split new NEARBY_DEVICES permissions
