FloatingToolbar updates

 - Replace SHOW_AS_OVERFLOW_ALWAYS with SHOW_AS_ACTION_NEVER
 - MenuItem ordering
 - Allow textAssist items in overflow to show text with images
 - MenuItem label text now standard case (not allcaps)
