[Multi-user] restore when installExistingPackageAsUser

Test: 1) atest RunBackupFrameworksServicesRoboTests
2) atest $(find \
frameworks/base/services/tests/servicestests/src/com/android/server/backup \
-name '*Test.java')
3)
    a) Install Hangouts in personal profile
    b) Back up with Backup Now button
    c) Uninstall
    d) Install on work profile
    e) Install again in personal profile
    f) Wait 5 secs, open and see it is restored (does not ask for perms again)
