Restore more missing DirectoryFragment functionality.

- Add a material-style horizontal progress bar to DocumentsUI.  This
  replaces the old loading footer.
- Restore the view-switching code that displayed a dedicated "empty"
  view when displaying an empty directory.
- Fix tests.
