Modify Screen Capture Disabled APIs

* Previously, setScreenCapturedDisabled and getScreenCaptureDisabled
  did not support explicitly querying the parent profile.
* This CL allows the COPE profile owner call these APIs on the parent
  profile to disable screen capture device-wide.
