Don't require awakeKeyguard for activeUnlock 

Request active unlock even when the device is on AoD/dozing.
Allow TrustAgents with FLAG_GRANT_TRUST_TEMPORARY_AND_RENEWABLE to
dismiss the keyguard if the device's screen isn't on.
