Convert uid to appid in getUidTargetSdkVersionLockedLPr. 

Callers of this method (as well as getUidTargetSdkVersion) are passing
in uid rather than app id.

Cleanup conversions of uid to appid in PackageManagerService to follow a
more consistent format.
