Add FingerprintAuthenticationStatus

Update DeviceEntryFingerprintAuthRepository.isLockedOut
StateFlow to only start sharing when subscribed, instead
of Eagerly. This was causing issues with testing & it isn't necessary
to start sharing eagerly.
