Add ALWAYS_LOCATION_PERMISSIONS for carrier apps. 

Changing default permissions for carrier apps from
LOCATION_PERMISSIONS to ALWAYS_LOCATION_PERMISSIONS to give
ACCESS_BACKGROUND_LOCATION by default.
