Implement adb command to send vendor commands 

adb shell cmd hdmi_control vendorcommand <args> will send an HDMI-CEC
vendor command to a target device.
This equals a call to HdmiClient#sendVendorCommand.

Test: adb shell cmd hdmi_control vendorcommand; verify with cec-adapter
