Update D2D logic in line with new opt-out rules 

* Ignore android:fullBackupContent for apps targeting Android S+ while
  in D2D
* Update LocalTransport::getTransportFlags() to support
  FLAG_DEVICE_TO_DEVICE_TRANSFER (required for CTS testing)
