Rename RecoveryManager to RecoveryController

This fixes the linting error that happens when we attempt to make this a
@SystemApi.

Test: adb shell am instrument -w -e package
com.android.server.locksettings.recoverablekeystore
com.android.frameworks.servicestests/android.support.test.runner.AndroidJUnitRunner
